European Union (EU)* : Imposition of a Definitive Countervailing Duty and Amendment to the Council Implementing Regulation Imposing a Definitive Anti-Dumping Duty on Imports of Certain Filament Glass Fibre Products Originating in the Mainland of China

Further to Commercial Information Circulars Nos. 994/2013 of 12 December 2013 and 1025/2013 of 18 December 2013, the European Commission (the Commission) has published an implementing regulation to impose a definitive countervailing duty on imports of certain filament glass fibre products originating in the Mainland of China, and to amend the Council Implementing Regulation imposing a definitive anti-dumping duty on such imports by revising the rate of definitive anti-dumping duty in force. DETAILS

2.Salient points are set out below -

(a) Product : Chopped glass fibre strands, of a length of not more than 50 mm; glass fibre rovings, excluding glass fibre rovings which are impregnated and coated and have a loss on ignition of more than 3% (as determined by the ISO Standard 1887); and mats made of glass fibre filaments excluding mats of glass wool, currently falling within CN codes 7019 11 00, ex 7019 12 00 (TARIC codes 7019 12 00 21, 7019 12 00 22, 7019 12 00 23, 7019 12 00 25, 7019 12 00 39) and 7019 31 00.
(b) Rate of Duty : Definitive countervailing duty:
  • 10.3% of the net, free-at-Union-frontier price before duty (except for a number of companies whose individual duty rates range from 4.9% to 10.3%).
Revised rate of definitive anti-dumping duty:
  • 19.9% of the net, free-at-Union-frontier price before duty (except for a number of companies whose individual duty rates range from 0% to 19.9%).
(c) Effective Date : 24 December 2014

BACKGROUND

3.Definitive anti-dumping duty on certain filament glass fibre products originating in the Mainland of China have been imposed since 16 March 2011 at a rate of 13.8% of the net, free-at-Union-frontier price before duty (except for two companies whose individual duty rate being 7.3%).

4.On the requests lodged by the European Glass Fibre Producers Association (APFE) on behalf of producers representing more than 25% of the total Union production of certain filament glass fibre products, the Commission initiated on 12 December 2013 and 18 December 2013 respectively a countervailing proceeding as well as a partial interim review of the anti-dumping measures in force, limited in scope to the examination of injury, on imports of the concerned products originating in the Mainland of China. Based on the findings of the investigations, the Commission has adopted its implementing regulation to impose the definitive countervailing duty and to revise the rate of definitive anti-dumping duty in force with effect from 24 December 2014.
