Commercial Information Circular No. 1026/2014

European Union (EU)* : Corrigendum to the Implementing Regulation on Initiation of an Investigation Concerning the Possible Circumvention of Anti-dumping Measures Imposed on Imports of Bicycles Originating in the Mainland of China by imports of Bicycles Consigned from Cambodia, Pakistan and the Philippines, whether Declared as Originating in Cambodia, Pakistan and the Philippines or not, and Making Such Imports Subject to Registration

Further to the Commercial Information Circular No. 805/2014 of 4 September 2014, a corrigendum to the implementing regulation on initiation of an investigation concerning the possible circumvention of anti-dumping measures imposed on imports of bicycles originating in the Mainland of China by imports of bicycles consigned from Cambodia, Pakistan and the Philippines, whether declared as originating in Cambodia, Pakistan and the Philippines or not, and making such imports subject to registration has been published to revise the CN codes for "the product concerned". BACKGROUND

2.Definitive anti-dumping duty on imports of bicycles originating in the Mainland of China has been imposed since 10 September 1993. Based on the findings of a circumvention investigation, the definitive anti-dumping duty has been extended to imports of certain bicycle parts originating in the Mainland of China from 19 January 1997. The duty was also extended, for five years on each occasion, in July 2000, July 2005 and October 2011 as a result of the expiry or interim reviews conducted.

3.Consequent to another circumvention investigation, the anti-dumping duty has been extended to imports of bicycles consigned from Indonesia, Malaysia, Sri Lanka and Tunisia, whether declared as originating in Indonesia, Malaysia, Sri Lanka and Tunisia or not, with effect from 6 June 2013. Following another interim review, the rate of definitive anti-dumping duty has been amended to 48.5% of the net, free-at-Union-frontier price before duty (except for three companies whose individual duty rates range from 0% to 19.2%) with effect from 6 June 2013.
