European Union (EU)* : Amendment to Regulation on Cosmetic Products
Further to Commercial Information Circulars No. 46/2010 and No. 639/2012 dated 27 January 2010 and 15 August 2012 respectively, the European Commission (the Commission) has adopted a Regulation to amend Annexes II, III, V and VI of Regulation (EC) No 1223/2009 on cosmetic products. 2.Regulation (EC) No 1223/2009 will replace Council Directive 76/768/EEC relating to cosmetic products and will apply from 11 July 2013. Since there were a number of amendments made to the Annexes of Directive 76/768/EEC with a view to adapting the technical and scientific progress as well as ensuring a high level of protection of public health, it is necessary to introduce those amendments to the Annexes of Regulation (EC) No 1223/2009. Furthermore, some substances have not been assigned with internationally recognised nomenclatures but are identified by their perfuming names and thus, it is appropriate to indicate their perfuming names in Annex III of Regulation (EC) No 1223/2009. In order to incorporate all of the above updates, Regulation (EC) No 1223/2009 should be amended accordingly and shall apply from 11 July 2013.
