Commercial Information Circular No. 775/2012

European Union (EU)* : Energy Labelling of Electrical Lamps and Luminaires

Further to Commercial Information Circular No. 349/2012 dated 15 May 2012, the European Commission (the Commission) has adopted a Regulation concerning the energy labelling of electrical lamps and luminaires. DETAILS

2.The Regulation establishes requirements for labelling of and providing supplementary product information on electrical lamps such as filament lamps, fluorescent lamps, high-intensity discharge lamps, LED lamps and LED modules. The Regulation also establishes requirements for labelling luminaires designed to operate lamps and marketed to end users. Both suppliers and dealers for electrical lamps and luminaries have their respective responsibilities under the Regulation.

3. Suppliers for electrical lamps shall ensure that :

  1. a product fiche, as set out in Annex II of the Regulation, is made available;
  2. technical documentation as set out in Annex III of the Regulation is made available on request to the authorities of the Member States and to the Commission;
  3. any advertisement, formal price quote or tender offer disclosing energy-related or price information for a specific lamp shall contain the energy efficiency class;
  4. any technical promotional material with the description of its specific technical parameters for a specific model of lamp shall include the energy efficiency class; and
  5. label produced in the format and containing information as set out in Annex I.1 of the Regulation shall be placed or printed on the outside of the individual packaging, and the packaging displays the nominal power of the lamp outside the label.

4.As for dealers of electrical lamps, besides observing similar obligations of suppliers as stipulated in para. 3(iii) and (iv), they shall also ensure that each model offered for sale, hire or hire-purchase where the final owner cannot be expected to see the product displayed is marketed with the information provided by suppliers as set out in Annex IV of the Regulation.

5.Suppliers of luminaries shall ensure that :

  1. technical documentation as set out in Annex III of the Regulation is made available on request to the authorities of the Member States and to the Commission;
  2. any advertisement, formal price quote or tender offer disclosing energy-related or price information and any technical promotional material with the description of its specific technical parameters for a specific lamp shall be provided according to Annex I.2 of the Regulation;
  3. labels shall be produced in the format and containing information as set out in Annex I of the Regulation and made available free of charge to dealers in electronic or paper format;
  4. if the luminaire is placed on the market in a packaging that includes electrical lamps which the end-user can replace in the luminaire, the original packaging of those lamps shall be included in the luminaire's packaging. If not, the outside or inside of the luminaire packaging must present the information given on the lamps' original packaging.

6. As for dealers of luminaires, besides observing similar obligations of suppliers as stipulated in para. 5(ii) and (iv), they shall also ensure that each model shall be accompanied by the label as set out in Annex I.2 of the Regulation, displaying either in proximity to the displayed luminaire or clearly accompanying the most directly-visible information about the displayed luminaire at the point of sale.

7.To allow suppliers and dealers of electrical lamps and luminaires to have time to adapt to the responsibilities under the Regulation, unless some provisions specified, the Regulation shall apply from 1 September 2013. Electrical lamps and luminaires placed on the market before 1 September 2013 shall comply with the provisions set out in Directive 98/11/EC.
