Commercial Information Circular No. 755/2011

European Union (EU)* : Regulation on the Provision of Food Information to Consumers

Further to Commercial Information Circular Nos. 96/2010 dated 4 March 2010 and 718/2011 dated 16 November 2011, the European Commission (the Commission) has adopted a Regulation on the provision of food information to consumers. DETAILS

2. This Regulation establishes the general principles, requirements and responsibilities governing food information and in particular food labelling. The Regulation shall apply to food business operators at all stages of the food chain where their activities concern the provision of food information to consumers. It shall apply to food intended for the final consumer, including those delivered by mass caterers as well as those intended for supply to mass caterers. Catering services provided by transport undertakings when the departure takes place on the territories of the Member States are also within the scope of this Regulation.
 

3. Under the Regulation, any food intended for supply to the final consumer or to mass caterers shall be accompanied by food information. For mandatory food information, the requirements of the content and presentation as well as detailed provisions on mandatory particulars are set out in Articles 9-16 and Articles 17-35 respectively. For food information provided on a voluntary basis, the requirements are laid down in Articles 36-37.
 

4. The Regulation shall apply from 13 December 2014, with the exceptions of the nutrition declaration required under point (l) of Article 9(1) and the specific requirements for the designation of "minced meat" under Part B of Annex VI, which shall apply from 13 December 2016 and from 1 January 2014 respectively.
