Commercial Information Circular No. 680/2011

European Union (EU)* : Amendment to Directive on Cosmetic Products

Further to Commercial Information Circular No. 296/2011 dated 20 May 2011, the European Commission (the Commission) has adopted a Directive to amend Annex III of Council Directive 76/768/EEC relating to cosmetic products for the purpose of adaption to technical progress. DETAILS

2. The Scientific Committee on Consumer Safety (SCCS) has confirmed that a maximum concentration of 0.1% of hydrogen peroxide present in oral products or released from other compounds or mixtures in those products is safe and therefore is possible to continue to use in oral products, including tooth whitening or bleaching products.

3. As for oral products containing more than 0.1% and up to 6% of hydrogen peroxide present or released from other compounds or mixtures in these products may be safe under the conditions specified in the Directive. To ensure the appropriate use of those oral products, the exact concentration in percentage of hydrogen peroxide present or released from other compounds and mixtures should be clearly indicated on the label.

4. Annex III of Directive 76/768/EEC should therefore be amended accordingly.
