Commercial Information Circular No. 419/2011

European Union (EU) * : Energy Labelling of Air Conditioners

Further to Commercial Information Circular No. 335/2010 dated 26 July 2010, the European Commission (the Commission) has adopted a Regulation concerning the energy labelling of air conditioners. DETAILS

2. The Regulation establishes requirements for the labelling and provision of supplementary product information for electric mains-operated air conditioners with a rated capacity up to 12 kW cooling, or heating, power output. However, the Regulation shall not apply to appliances that use non-electric energy sources and air conditioners of which the condenser-side or the evaporator-side does not use air for heat transfer medium. 
 

3. Under the Regulation, both suppliers and dealers of air-conditioners have their respective responsibilities. Suppliers shall ensure that :

  1. each air conditioner is supplied with a printed label in the format containing information as set out in Annex II of the Regulation;
     

  2. a product fiche, as set out in Annex IV, is made available; 
     

  3. technical documentation as set out in Annex V is made available electronically on request to the authorities of the Member States and to the Commission; 
     

  4. any advertisement disclosing energy-related or price information for a specific model of an air conditioner shall contain the energy efficiency class. If end-users are not be expected to see the product displayed, information as set out in Annex VI should be provided; 
     

  5. any technical promotional material with the description of its specific technical parameters for a specific model of an air conditioner shall include the energy efficiency class of that model as set out in Annex II; 
     

  6. instructions for use are made available; and 
     

  7. single ducts shall be named "local air conditioners" in all materials whether electronic or in paper. 

4. As for dealers of air conditioners, besides observing similar obligations of suppliers as stipulated in para. 3(iv), (v) and (vii), they shall also ensure that: 

  1. each air conditioner, at the point of sale, bears the label provided by suppliers as mentioned in para. 3 above. The label should be on the front or the top of the appliance in the way to be clearly visible; and
     

  2. each air conditioner offered for sale, hire or hire purchase, shall be marked with the information provided by suppliers as set out in Annexes V and VI; 

5. To allow suppliers and dealers of air conditioners to have time to adapt to the responsibilities under the Regulation, unless some provisions specified, the Regulation shall apply from 1 January 2013. Air conditioners placed on the market before 1 January 2013 shall comply with the provisions set out in Directive 2002/31/EC.
