Commercial Information Circular No. 348/2011

European Union (EU)* : Public Consultation on Inclusion of Substances in the Authorisation List under REACH

Further to Commercial Information Circular No. 126/2011 of 25 February 2011, the European Chemicals Agency (ECHA) is now conducting a public consultation on its draft recommendation of inclusion of 13 substances to the Authorisation List (Annex XIV of the REACH Regulation). The list of recommended substances and the details of the consultation are available at the press release ECHA/NA/11/26 issued by the ECHA and the relevant consultation webpage, which can be accessed through the following links respectively:

2. All interested parties are invited to submit comments on these 13 substances recommended to be included in the Authorisation List of the REACH Regulation and in particular on uses which should be exempted from the authorisation requirement. The deadline for the public consultation is 14 September 2011. Comments and information can be submitted through the above webpage.

3. According to REACH, chemicals, preparations and articles containing substances of very high concern (SVHC) are subject to authorisation and notification requirements. Chemicals listed in Annex XIV under the EU's REACH regulation are selected from a candidate list of SVHC based on recommendations made by the European Chemicals Agency (ECHA) and cannot be placed on the market or used unless authorisation has been granted for a specific use.
