10 June 2011

Dear Sirs,

Commercial Information Circular No. 333/2011

European Union (EU)* : Termination of Anti-dumping Proceeding on Imports of Polyester Staple Fibres Originating in the Mainland of China

Further to Commercial Information Circular No. 113/2010 of 16 March 2010, the European Commission (the Commission) has published a notice to terminate the anti-dumping proceeding on imports of polyester staple fibres originating in the Mainland of China. The notice dated 9 June 2011 can be accessed through the following link:
http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2011:150:0001:0002:EN:PDF

DETAILS

2. Definitive anti-dumping duty on imports of polyester staple fibres originating in the Mainland of China has been imposed since 18 March 2005. The rate of duty ranged between 4.9% and 49.7% depending on the manufacturer of the product concerned. At a request lodged by the European Man-made Fibres Association, the Commission published a notice on 16 March 2010 to initiate an expiry review of the anti-dumping measures imposed on imports of polyester staple fibres originating in the Mainland of China.

3. By letter of 7 March 2011 to the Commission, the European Man-made Fibres Association formally withdrew its request for review. The Commission considered that the investigation had not brought to light any considerations showing that its termination would not be in the Union interest and no comments from interested parties were received as would give reason to reach a different conclusion. The Commission therefore concluded that the anti-dumping expiry review proceeding concerning imports of polyester staple fibres originating in the Mainland of China should be terminated and the existing measures should be repealed with effect from 10 June 2011.
