European Union (EU)* : Placing of Timber and Timber Products on the Market

The European Parliament and the Council of the EU has adopted a Regulation laying down the obligations of operators who place timber and timber products on the market. Details are set out in Regulation (EU) No. 995/2010 of the European Parliament and of the Council (the Regulation), which can be accessed through the following link:

  2. The Regulation lays down the obligations of operators who place timber or timber products on the market for the first time, as well as the obligations of traders. Under the Regulation, timber or timber products set out in Annex of the Regulation which are illegally harvested shall be prohibited to be placed on the market. Operators have to design and use a due diligence system to fulfil their obligations under the Regulation. Upon request, traders of timber and timber products are required to identify the operators or traders who supplied them the timber and timber products, and to whom they have supplied the timber and timber products to the competent authorities. This information shall be kept for at least 5 years.
     

  3. To allow sufficient time for operators and traders of timber and timber products to adapt to the requirements of the Regulation, unless otherwise specified, the Regulation shall apply from 3 March 2013.
