European Union (EU)* : Regulation on the Labelling of Tyres

The European Parliament and the Council of the European Union has recently adopted a Regulation on the labelling of tyres. Details are set out in Regulation (EC) No. 1222/2009 (the Regulation), which can be accessed through the following link:

DETAILS

  2. With a view to increase the safety, and the economic and environmental efficiency of road transport, the Regulation establishes a framework harmonising information on tyres parameters through labelling. The Regulation shall be applicable to C1, C2 and C3 tyres (tyres classes defined under Article 8 of Regulation (EC) No. 661/2009). However, the Regulation is not applicable to the following tyres:

- re-treaded tyres;
- off-road professional tyres;
- tyres designed to be fitted only to vehicles registered for the first time before 1 October 1990;
- T-type temporary-use spare tyres;
- tyres whose speed rating is less than 80 km/hour;
-  tyres whose nominal rim diameter does not exceed 254 mm or is 635 mm or more;
- tyres fitted with additional devices to improve traction properties, such as studded tyres; and 
- tyres designed only to be fitted on vehicles intended exclusively for racing.
  1. Under the Directive, there are responsibilities for tyre suppliers and distributors, as well as vehicles suppliers and distributors. Particular responsibilities for the tyres suppliers include: 

  1. ensure that C1 and C2 tyres supplied are equipped with a sticker on the tyre tread displaying a label, or for each batch of one ore more identical tyres delivered, accompanied by a label indicating the fuel efficiency class, the external rolling noise class and measured value, and where applicable, the wet grip class, according to the parameters set out in Annex I of the Regulation and the format set out in Annex II; or
     

  2. the fuel efficiency class, the external rolling noise class and measured value, and the wet grip class, where applicable, of the C1, C2 and C3 tyres shall be stated by the supplier in the technical promotional material, including the websites; and
     

  3. Upon request, suppliers shall provide the technical documentation to the authorities, for a period ending 5 years after the last tyres of a given type has been made available on the market. 

  1. To allow tyres suppliers to have time to adapt to the responsibilities under the Regulation, the above provisions will not be applicable to tyres produced before 1 July 2012.
