European Union (EU)* : Results of a Partial Interim Review of the Anti-dumping Measures on Imports of Trichloroisocyanuric Acid Originating in the Mainland of China

Further to the Commercial Information Circular No. 342/2009 of 2 July 2009, the Council of the EU has published a regulation to amend the definitive anti-dumping duty imposed on imports of trichloroisocyanuric acid originating in the Mainland of China with regard to one Mainland exporting producer Heze Huayi Chemical Co., Ltd ('Heze') following a partial interim review. DETAILS

  1. On the basis of a request lodged by Heze, the European Commission initiated the partial interim review on 2 July 2009.

  1. The review has found that a comparison of the weighted average normal value with the weighted average export price of the product concerned showed the existence of dumping by Heze. The data collected and verified during the review investigation led to a lower dumping margin. This change is considered significant and the continued application of the anti-dumping measure at its current level would no longer be justified.

  1. As a result of the partial interim review, the rate of the duty imposed on the product concerned from Heze is decreased from 14.1% to 3.2% of the net, free-at-Union-frontier price before duty. The new rate of duty will enter into force on 30 September 2010.

BACKGROUND

  1. Definitive anti-dumping duty on trichloroisocyanuric acid originating in the Mainland of China has been imposed since 8 October 2005. The current duty in force is 42.6% of the net, free-at-Union-frontier price before duty (except for four companies whose individual duty rates range from 3.2% to 40.5%).
