Commercial Information Circular No. 315/2010

European Union (EU)* : Classification, Labelling and Packaging of Substances and Mixtures

Further to Commercial Information Circular No. 478/2009 of 24 September 2009, the European Commission (the Commission) has adopted a Regulation laying down the levels, rules for payment, and fees to be levied by the European Chemicals Agency (ECHA), as provided under Regulation (EC) No. 1272/2008.   2. Under Regulation (EC) No. 1272/2008, a manufacturer, importer or downstream user of a substance can submit request to the ECHA for using an alternate chemical name, or submit proposals to the ECHA for harmonisation of classification and labelling of the substance, subject to the payment of specific fees to the ECHA. Small and medium-sized enterprises (SMEs) are entitled to reduced fees payable to the ECHA. Details of the fees to be paid are at Annexes of the Regulation.
