Dear Sirs,

Commercial Information Circular No. 177/2010

European Union (EU)* : Initiation of an Expiry Review of the Anti-dumping Measures on Imports of Furfuraldehyde Originating in the Mainland of China

Further to the Commercial Information Circular No. 41/2010 of 22 January 2010, the European Commission (the Commission) has published a notice to initiate an expiry review of the anti-dumping measures imposed on imports of furfuraldehyde originating in the Mainland of China. The notice can be accessed through the following link: http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:C:2010:107:0010:0013:EN:PDF.

DETAILS

Ground for the Review

  1. The expiry review is initiated at the request of two Union producers, Lenzing AG and Tanin Sevnica kemicna industrija d.d. (the applicants), representing a major proportion, in this case more than 50 % of the Union production of furfuraldehyde. The request is based on the grounds that the expiry of the measures would be likely to result in a continuation of dumping and recurrence of injury to the Union industry.

Ground for the Review

  1. Salient points of the expiry review are set out below-

BACKGROUND

  1. Definitive anti-dumping duty on imports of furfuraldehyde originating in the Mainland of China had been imposed since 22 January 1995 at a rate of EUR 352 per tonne. Following an interim review, the duty had been extended for another four years starting from 23 December 1999. The Commission initiated an expiry review on 18 December 2003 on the anti-dumping measures. Based on the results of the review investigation, the anti-dumping duty has been maintained for another five years since 29 April 2005.
