Dear Sirs,

Commercial Information Circular No. 144/2010

European Union (EU)*: Result of a Partial Interim Review of the Anti-dumping Measures Imposed on Imports of Ironing Boards Originating in, inter alia, the Mainland of China

Further to Commercial Information Circular No. 28/2009 of 9 January 2009, the Council of the EU has published a regulation to amend the anti-dumping measures imposed on imports of ironing boards originating in, inter alia, the Mainland of China. The regulation can be accessed through the following link : http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2010:084:0013:0018:EN:PDF

DETAILS

  1. On the basis of a request lodged by Guangzhou Power Team Houseware Co. Ltd, Guangzhou, the European Commission initiated the partial interim review on 8 January 2009.

  1. The review has found that a comparison of the weighted average normal value with the weighted average export price of the product concerned showed the existence of dumping by the above company. The data collected and verified during the review investigation led to a higher dumping margin. This change is considered significant and the continued application of the anti-dumping measure at its current level would no longer be sufficient to offset dumping.

  1. As a result of the partial interim review, the rate of the duty imposed on the product concerned of the above company is increased to 39.6% of the net, free-at-Union-frontier price before duty. Moreover, having considered the relevant data of the review investigation and applied the same methodology of calculating the dumping margin, the rate of the duty imposed on the product concerned of other companies in the Mainland of China is amended to 42.3% of the net, free-at-Union-frontier price before duty (except for 5 companies other than the above one whose individual duty rates range from 0% to 34.9%). The new rates of duty will enter into force on 1 April 2010.

BACKGROUND

  1. Definitive anti-dumping duty on ironing boards originating in, inter alia, the Mainland of China has been imposed since 27 April 2007. The current duty in force is 38.1% of the net, free-at-Union-frontier price before duty (except for 6 companies whose individual duty rates range from 0% to 36.5%).
