Commercial Information Circular No. 362/2006

European Union (EU)* : Imposition of Provisional Anti-dumping Duty on Imports of Certain Tungsten Electrodes Originating in the Mainland of China

Further to Commercial Information Circular No. 536/2005 of 19 December 2005, the European Commission (the Commission) has published a regulation to impose a provisional anti-dumping duty on imports of certain tungsten electrodes originating in the Mainland of China. A copy of the regulation is at Annex (pdf format) for reference. Salient points are set out below-

(a) Product : Certain tungsten electrodes (including tungsten bars and rods for electrodes), other than those obtained simply by sintering, whether or not cut to length, falling within CN codes ex 8101 95 00 and ex 8515 90 90 (TARIC codes 8101 95 00 10 and 8515 90 90 10).
(b) Rate of Duty : 86.8% of the net, free-at-Community-frontier price before duty (except for 3 companies whose individual duty rates range from 25.9% to 46.9%).
(c) Effective Date : 15 September 2006 (the duty will apply for 6 months).
(d) Collection of Duty : The release of the product for free circulation in the Community shall be subject to the provision of a security equivalent to the amount of the provisional duty.
(e) Time Limit for Comments : Interested parties may request disclosure of the essential facts and considerations on the basis of which the regulation was adopted, make their views known in writing and apply to be heard by the Commission within one month from 15 September 2006.
