European Union (EU)* : Restrictions on the Use of Certain Hair Dye Chemicals
The European Commission (the Commission) has adopted a Directive to control the use of certain hair dye chemicals. Member States are required to put the Directive into force by 1 December 2006. Details are set out in Directive 2006/65/EC (the Directive), a copy (pdf format) of which is attached to this circular for reference.

In order to protect the health of consumers, the EU authorities considered that uses of certain hair dye chemicals should be prohibited while the use of some others should be limited to certain conditions. Details are set out in sections (1) and (2) of the Annex (pdf format) to the Directive respectively.
