Commercial Information Circular No. 13/2006

Turkey : Safeguard Actions on Mainland's Textiles and Clothing Products

Further to the Commercial Information Circular No. 29/2005 dated 21 January 2005, Turkey has applied quantitative restrictions on 44 categories of Mainland textiles and clothing (T & C) products for 2006. These include the re-application of import quotas on the 42 categories that were already subject to similar restrictions in 2005, plus two other categories namely category 40 (woven curtains) and category 67 (clothing accessories and various household items).

DETAILS

  1. The Turkish authorities announced by way of a circular on 17 December 2005 that an investigation in response to an application by the relevant trade associations have established that increased T&C imports from the Mainland have caused or threatened to cause market disruption and the orderly development of commerce. They have therefore decided to unilaterally impose quantitative limits on the imports of 44 categories of Chinese T & C products in 2006 while initiating consultations with the Mainland. Shipments of the products concerned will have to be covered by proper import licences. A copy of the unofficial translation of the Turkish circular is at Appendix I (pdf format). In this connection, traders are reminded to confirm with their buyers or importers on details of the import arrangements before arranging export of the relevant T & C products originating in the Mainland. 
     
  2. Traders are requested to note that the limits for the two newly restrained categories, i.e. category 40 and Category 67 will take effect from 1 February 2006 while the restraints for other categories has become effective from 1 January 2006. Details of the categories involved, their respective quota levels and restraint period are at the Appendix II (pdf format).
