Commercial Information Circular No. 292/2003

European Union (EU) * : Phasing Out of Community Quotas for Certain Non-textile Products Originating in the Mainland of China - Increase of Quota Levels for 2004 due to EU Enlargement

Further to Commercial Information Circular No. 95/2003 of 3 April 2003, the Council of the EU (the Council) adopted a Regulation on 10 November 2003 to increase the 2004 Community quotas imposed on three categories of non-textile products (viz.certain footwear, porcelain or china tableware and kitchenware, and ceramic tableware or kitchenware) originating in the mainland of China. Details are set out in Council Regulation (EC) No.1985/2003 (the Regulation), a copy of which is attached ( pdf format) to this circular for reference.

DETAILS

  1. Commercial Information Circular No. 95/2003 informed the trade that the Council had adopted a Regulation to provide for a gradual phasing-out of the Community quotas in the light of China's accession to the World Trade Organisation. Given that the EU would be joined by ten new member states on 1 May 2004@, the Council considered it appropriate to increase the quota levels for all three categories of non-textile products which are subject to quantitative restrictions. The new quota levels for May to December 2004 are shown in the Annex of the Regulation. Such Community quotas will be removed on 1 January 2005 as scheduled.
     
  2. The Community quotas for 2004 will be allocated in two separate tranches. Commercial Information Circular No. 215/2003 of 21 August 2003 reported the arrangements for allocating and administering the first tranche of quotas for January to April 2004. Commercial Information Circular No. 291/2003 of 29 November 2003 reported the results for allocation of the first tranche of quotas. We shall keep traders informed of the arrangements for the second tranche of quotas.

Accession of new member states to the EU will take place on 1 May 2004, subject to the ratification of the Treaty of Accession by all the current and acceding member states.
