Commercial Information Circular No. 233/2003

European Union (EU)* :Directive on Cosmetic Products

Further to Commercial Information Circular No. 114/2003 of 22 April 2003, the European Commission (EC) has adopted a Directive to establish a symbol for indicating the durability of certain cosmetic products. The objective is to improve the information provided to consumers. Details are set out in Commission Directive 2003/80/EC (the Directive), a copy of which is attached (pdf format) to this circular for reference.

DETAILS

  1. Under the Directive, cosmetic products with a shelf life of 30 months or more should carry the specified symbol, which depicts an open cream jar, as shown in the Annex (pdf format) to the Directive. The symbol should be accompanied by an indication of the period of time after opening for which the cosmetic product can be used without any harm to the consumer. Member States are required to bring into force their national laws to comply with the Directive by 11 September 2004.
