Commercial Information Circular No. 182/2003

European Union (EU)* :Initiation of a Reinvestigation of the Anti-dumping Measures on Imports of Sulphanilic Acid Originating in, inter alia, the Mainland of China

Further to Commercial Information Circular No. 147/2002 of 7 August 2002, the European Commission (EC) has initiated a reinvestigation to ascertain whether the existing anti-dumping measures on imports of sulphanilic acid originating in, inter alia, the mainland of China have had an effect on resale prices or subsequent selling prices in the Community. A copy of the notice initiating the reinvestigation is at Annex (pdf format) for reference. Salient points are set out below -

(a) Date of Notice : 26 June 2003
(b) Product Coverage : Sulphanilic acid classifiable within CN code ex 2921 4210 (TARIC code 2921 4210 60) (this CN code is given for information only).
(c) Procedures : In order to obtain information for the investigation, the EC will send questionnaires to the exporters/producers of the mainland of China, importers, and the authorities of the mainland of China.

Interested parties should request a copy of the questionnaire within 15 days from 26 June 2003.

All interested parties may make their views known in writing (including submitting questionnaire replies) and provide supporting evidence to the EC within 40 days from 26 June 2003 unless otherwise specified. They may also apply to be heard by the EC within 40 days from 26 June 2003.

  1. The EC initiated the reinvestigation on the basis of a request lodged by Sorochemie and Quimigal, two producers representing 100% of the Community production of sulphanilic acid. It was alleged that the existing anti-dumping measures have not led to sufficient movement in the prices in the Community.
     

  2. The existing anti-dumping measures will remain valid until completion of the reinvestigation. Definitive anti-dumping duties on sulphanilic acid originating in, inter alia, the mainland of China have been imposed since 26 July 2002. The rate of duty is 21.0% of the net, free-at-Community-frontier price before duty.
