Commercial Information Circular No. 168/2003

European Union (EU)*:Result of Expiry Review of the Anti-dumping Measures on Imports of Certain Tube or Pipe-fittings of Iron or Steel Originating in, inter alia, the Mainland of China

Further to Commercial Information Circular No. 77/01 of 17 April 2001, the Council of the EU has published a regulation announcing the decision to maintain the anti-dumping measures imposed on imports of certain tube or pipe-fittings of iron or steel originating in, inter alia, the mainland of China consequent to an expiry review. A copy of the regulation announcing the result of the review is at Annex (pdf format) for reference. Salient points are set out below-

(a) Product Coverage : Certain tube or pipe-fittings (other than cast fittings, flanges and threaded fittings), of iron or steel (not including stainless steel), with a greatest external diameter not exceeding 609.6 mm, of a kind used for butt-welding or other purposes, classifiable within CN code ex 7307 9311, ex 7307 9319, ex 7307 9930 and ex 7307 9990 (these codes are given for information only).
(b) Rate of Duty : 58.6%
(c) Effective Date : 7 June 2003

DETAILS

  1. The Council of the EU imposed on 4 April 1996 a definitive anti-dumping duty on imports of certain tube or pipe-fittings of iron or steel originating in the mainland of China at a rate of 58.6% of the net free-at-Community-frontier price before duty. On 20 December 2000, the Defence Committee of EU Steel Butt-Welding Fittings Industry requested an expiry review alleging that there would be a continuation or recurrence of dumping and injury to the Community industry with the expiry of the anti-dumping measures. The European Commission initiated an expiry review on 3 April 2001.
     

  2. On the basis of the results of the review investigation, the Commission concluded that there was dumping of the product concerned and there would be likelihood of recurrence of injurious dumping if the duty was repealed. The Council of the EU therefore decided to maintain the definitive anti-dumping duty imposed on the subject products. The duty has taken effect since 7 June 2003.
