European Union (EU)1: Result of Expiry Review of the Anti-dumping
Measures on Imports of Bicycles Originating in the Mainland of China

Further to Commercial Information Circular No. 124/98 of 14 September 1998, the Council of the EU has published a regulation in the Official Journal of the European Communities announcing the decision to maintain the definitive anti-dumping duty imposed on imports of bicycles originating in the mainland of China consequent to an expiry review. In addition, the Council of the EU has also decided to maintain the anti-dumping measures which has been extended to certain bicycle parts originating in the mainland of China. A copy of the regulation is appended  (pdf format ) to this circular for reference. Details are as follows:

 

BACKGROUND

 

  1. The Council of the EU imposed on 10 September 1993 definitive anti-dumping duty at a rate of 30.6% on imports of bicycles originating in the mainland. On 19 January 1997, the Council of the EU extended the duty to imports of certain bicycle parts originating in the mainland of China following an anti-circumvention investigation.

  2. On 10 September 1998, the European Commission initiated an expiry review of the anti-dumping measures on the basis of a petition submitted by the European Bicycle Manufacturers Association (EBMA). The Commission concluded from its investigation that there was dumping of the product concerned and there would be likelihood of recurrence of injurious dumping if the measures were repealed. The Council of the EU therefore decided to maintain the definitive anti-dumping duty imposed on imports of bicycles as well as the duty extended to imports of certain bicycle parts originating in the mainland of China. The measures have taken effect since 15 July 2000.
