European Union (EU) :  Initiation of an Expiry Review of the Anti-dumping
Measures on Imports of Gas-fuelled, Non-refillable Pocket Flint Lighters
Originating in the Mainland of China

Further to Commercial Information Circular No. 175/99 of 11 November 1999, the European Commission has initiated an expiry review of the anti-dumping measures on imports of gas-fuelled, non-refillable pocket flint lighters originating in the mainland of China. A copy of the notice initiating the review is appended (pdf format )to this circular for reference. Details are as follows:
 

  1. The Commission initiated the review on the basis of a request lodged by the European Lighters Manufacturers Federation on 3 February 2000. It was alleged that there would be a continuation or recurrence of dumping and injury to the Community industry with the expiry of the anti-dumping measures.
     
  2. The existing anti-dumping measures will remain valid until completion of the review. Current anti-dumping duty on gas-fuelled, non-refillable pocket flint lighters originating in the mainland of China is ECU 0.065 per lighter which has been imposed since 5 May 1995. Such ant-dumping duty has been extended to gas fuelled, refillable pocket flint lighters originating in the mainland of China (of value below EUR 0.15 per price) since 30 January 1999 as a result of an anti-circumvention investigation.
