Dear Sirs,

Commercial Information Circular No. 51/00

South Africa : Initiation of a Review of the Anti-dumping Measures on Imports of Stainless Steel Hollowware Originating in the Mainland of China and/or
Imported therefrom or from Hong Kong

Further to Commercial Information Circular No. 40/99 of 25 March 1999, the Board on Tariffs and Trade (BTT) of South Africa has announced in its Government Gazette initiation of a review of the anti-dumping measures on imports of stainless steel hollowware originating in the mainland of China and/or imported therefrom or from Hong Kong. A copy of the Government Gazette is appended to this circular for reference. Details are set out below.

DETAILS

BACKGROUND

  1. The BTT imposed definitive anti-dumping duties on imports of stainless steel hollowware originating in the mainland of China and imported therefrom and from Hong Kong on 21 October 1998. The rate of duty was R18.06/kg (tariff subheading 7323 9320) and R18.52/kg (tariff subheading 7323 9390) for products originating in and imported from the mainland and R20.98/kg (tariff subheading 7323 9320) and R13.82/kg (tariff subheading 7323 9390) for products originating in the mainland and imported from Hong Kong except for two companies (with zero duty rate or duty rate at R15.63/kg).

  2. Following a change in BTT's anti-dumping policy to calculate anti-dumping duties for individual exporters instead of specific importers, the BTT has decided to initiate a review of the anti-dumping measures on imports of stainless hollowware originating in the mainland of China and/or imported therefrom or from Hong Kong in which the current anti-dumping duties refer to specific importers.
