Norway : Generalized System of Preferences (GSP) Scheme
The Norwegian authorities have revised the coverage of products eligible for tariff free treatment under the Norwegian Generalized System of Preferences (GSP) Scheme (the Scheme).

Under the former Norwegian GSP Scheme, Hong Kong origin industrial products were granted tariff free treatment except for those products listed under either the general exclusion list or the Hong Kong specific exclusion list. The general exclusion list applied to all beneficiaries and covered mainly certain textiles, clothing and footwear. The specific exclusion list was drawn up for specific beneficiary. The Hong Kong exclusion list covered 21 product groups including certain plastic products, leather articles, kitchen/table ware, toys, and certain other textiles and clothing products.
- The Norwegian authorities have recently revised the general and specific exclusion lists under the Norwegian GSP Scheme. The specific exclusion list for Hong Kong has been removed with effect from 1 January 2000. Hong Kong origin industrial products are now only subject to the general exclusion list which has also been reduced to cover 15 product groups on textiles, clothing and footwear. A copy of the revised general exclusion list is appended (pdf format) to this circular for reference. Products claiming tariff free treatment under the Scheme should meet the origin criteria set out in the Scheme and must be accompanied by Form A.
