Commercial Information Circular No. 146/00

Finland : Phytosanitary Certification of Coniferous Wood Packing Material

Further to Commercial Information Circular No. 100/2000 of 26 July 2000, we have gathered from the Finnish authorities that the phytosanitary certification requirement on coniferous wood packing material applies to such wood coming from Hong Kong.

DETAILS

 

  1. All consignments (including domestic exports and re-exports) leaving Hong Kong for Finland packed or re-packed in Hong Kong with coniferous wood packing material must be accompanied by a phytosanitary certificate irrespective of the origin of the wood. Exemption from the certification requirement is allowed if:
    1. the coniferous wood packing material concerned has already been covered by a phytosanitary certificate issued by the relevant authorities of the originating place; or
       
    2. the consignment with coniferous wood packing material passes through Hong Kong without customs clearance.

       
  2. The Agriculture, Fisheries and Conservation Department is responsible for issuing phytosanitary certificate. Please contact it for the application details –

  1. The certification requirement has entered into force since 31 May 2000. The Finnish authorities have indicated that in most cases of non-compliance, the relevant wood packing would be destroyed. In some special cases, when the authorities considered that there was a high risk in the spread of the pest, the consignment in question would be refused entry.
