South Africa : Imposition of Definitive Anti-dumping Duty on Imports of Indigo Blue Discharge Prints Originating in the People's Republic of China (PRC) and Imported from the PRC or Hong Kong

Further to Commercial Information Circular No. 73/96 of 29 June 1996, the Department has received information that a definitive anti-dumping duty has been imposed by the Board on Tariffs and Trade of South Africa on imports of indigo blue discharge prints originating in the PRC and imported from the PRC or Hong Kong.

Details

  1. The Board on Tariffs and Trade (BTT) of South Africa initiated an anti-dumping investigation on imports of indigo blue discharge prints on 14 June 1996. A provisional anti-dumping duty of 50% was imposed on the product originating in the PRC on 3 February 1997. On the basis of the results of the investigation, the BTT considered that indigo blue discharge prints originating in the PRC and imported from the PRC or Hong Kong were being dumped on the South African market, causing material injury and a threat of material injury to its domestic industry. The BTT therefore decided to impose definitive anti-dumping duty on these imports. Details are as follows :
    1. Product :
      indigo blue discharge prints, originating in the PRC and imported from the PRC or Hong Kong, classifiable under tariff subheadings 5208 5130, 5208 5230, 5208 5320, 5208 5920, 5209 5120, 5209 5220, 5209 5920, 5210 5130, 5210 5220, 5210 5920, 5211 5920, 5212 1530 and 5212 2520;
    2. Rate of Duty :
      43% ad valorem; and
    3. Effective Date :
      16 May 1997, with retrospective effect from 3 February 1997. The provisional payment imposed on 3 February 1997 should be used to offset the anti-dumping duties.
