Commercial Information Circular No. 334/2021

India : Toys (Quality Control) Order, 2020

The Ministry of Commerce and Industry of India has published in the Gazette of India the Toys (Quality Control) Order, 2020 (the "Order") imposing safety requirements for toys imported into India. DETAILS

2.With effect from 1 January 2021, toys and products being imported into India that are designed or clearly intended for use in play by children under 14 years old must confirm conformance to the specified Indian Toy Standards, as follows -

IS 9873 (Part 1) : 2018 Safety Aspects Related to Mechanical and Physical Properties
IS 9873 (Part 2) : 2017 Flammability
IS 9873 (Part 3) : 2017 Migration of Certain Elements
IS 9873 (Part 4) : 2017 Swings, Slides and Similar Activity Toys for Indoor and Outdoor Family Domestic Use
IS 9873 (Part 7) : 2017 Requirements and Test Methods for Finger Paints
IS 9873 (Part 9) : 2017 Certain Phthalates Esters in Toys and Children's Products
IS 15644: 2006 Safety of Electric Toys

3.The Order also requires imported toys to bear a "Standard Mark" under a licence issued by the Bureau of Indian Standards (BIS) in accordance with Indian Scheme I of Schedule II of BIS (Conformity Assessment) Regulations 2018.
