Commercial Information Circular No. 125/2020

India : Initiation of anti-dumping investigation concerning imports of newsprint in rolls or sheets, excluding glazed newsprint originating in or exported from Australia, Canada, European Union, Hong Kong, Russia, Singapore and United Arab Emirates

The Ministry of Commerce and Industry of India (hereafter referred to as the Indian Authority) published an Initiation Notification dated 20 January 2020 announcing the initiation of an anti-dumping investigation against imports of newsprint in rolls or sheets, excluding glazed newsprint originating in or exported from Australia, Canada, European Union, Hong Kong, Russia, Singapore and United Arab Emirates.  The notification is available at the following link -

DETAILS

2.Salient points of the Initiation Notification are set out below -

(a) Date of Notification : 20 January 2020
(b) Product Coverage : Newsprint in rolls or sheets, excluding glazed newsprint falling under India's tariff customs classification 4801 00 10 or 4801 00 90.
(c) Period of Investigation : 1 April 2019 to 31 December 2019 (9 Months)
(d) Submission of Information : As advised by the Indian Authority, parties concerned may submit relevant information and make their views known in writing to the Indian Authority on or before 29 February 2020.1

If no information is received within the prescribed time limit or the information received is incomplete, the Indian Authority may record its findings on the basis of the facts available on record in accordance with the Anti-Dumping Rules.

1 The Trade and Industry Department only received the notification from the Indian Authority on 6 February 2020 and is requesting to extend the deadline for response to 6 March 2020 if possible. Nonetheless, parties concerned are still advised to submit the relevant information to the Indian Authority on or before 29 February 2020.
