Commercial Information Circular No. 551/2019

India : Initiation of Anti-Dumping Investigation Concerning Imports of Flat Rolled Products of Stainless Steel originating in or exported from the Mainland of China, Hong Kong, Republic of Korea, European Union, Japan, Chinese Taipei, Indonesia, USA, Thailand, South Africa, United Arab Emirates, Singapore, Mexico, Vietnam and Malaysia

The Ministry of Commerce and Industry of India (hereafter referred to as the Indian Authority) published an Initiation Notification dated 3 July 2019 announcing the initiation of an anti-dumping investigation against imports of flat rolled products of stainless steel originating in or exported from the Mainland of China, Hong Kong, Republic of Korea, European Union, Japan, Chinese Taipei, Indonesia, USA, Thailand, South Africa, United Arab Emirates, Singapore, Mexico, Vietnam and Malaysia.  The Notification is available on the following website:

DETAILS

2.Salient points of the Initiation Notification are set out below:

(a) Date of Publication : 3 July 2019
(b) Product Coverage : The product under consideration in the present application is "Flat Rolled Products of Stainless Steel". The scope of the product includes cold rolled stainless steel of more than 1250 mm having bonafide use as more than 1250 mm.

The product is classified in Chapter 72 under customs subheading no. 7219 (Flat-rolled products of stainless steel, of a width of 600 mm or more) and 7220 (Flat-rolled products of stainless steel, of a width of less than 600 mm) of the Customs Tariff Act, 1975. All forms and specifications of the product under consideration falling under 7219 and 7220, unless specifically excluded, are within the scope of the present investigations.
(c) Period of Investigation : April 2018 – March 2019 (12 months)
(d) Timing of response : As stated in the Notification, concerned parties have to submit relevant information in the form and manner prescribed and to make their views known to the Indian Authority, within forty (40) days from the date of issue of the letter by the Indian Authority on 11 July 2019, i.e. to respond on or before 19 August 2019.

If no information is received within the prescribed time limit or the information received is incomplete, the Authority may record its findings on the basis of the facts available on record in accordance with the Anti-Dumping Rules.
