Commercial Information Circular No. 199/2018

India : Initiation of Anti-Dumping Investigation on Imports of
Sun/Dust Control Film originating in or exported from
the Mainland of China, Hong Kong, Republic of Korea, and Chinese Taipei

The Ministry of Commerce and Industry of India (hereafter referred to as the Indian Authority) published an Initiation Notification dated 17 January 2018 announcing the initiation of an anti-dumping investigation against imports of sun/dust control film originating in or exported from the Mainland of China, Hong Kong, Republic of Korea, and Chinese Taipei.  The Notification is available on the following website:

DETAILS

2.Salient points of the Initiation Notification are set out below:

(a) Date of Publication 17 January 2018
(b) Product Coverage Sun and/or dust control film (specialty polyethylene/polyester film).  The product is in the form of self-adhesive plate, sheet, film, foil, tape, strip and other flat shapes of plastics whether or not in rolls (excluding plain or metallized polyethylene/polyester film).  

No Harmonised System Codes are provided in the Notification.
(c) Period of Investigation April 2016 - June 2017
(d) Timing of response According to the Notification, the Indian Authority has informed the known exporters and the Governments of the economies in question, who are asked to submit responses within forty (40) days from the date of publication of the Notification.*

If no information is received within the prescribed time limit or the information received is incomplete, the Authority may record its findings on the basis of the facts available on record in accordance with the Anti-Dumping Rules.

* The Trade and Industry Department has not been notified of the initiation of the subject investigation by the Indian Authority.  The Department is seeking clarification with the Indian Authority.

3.For traders involved in the export of the subject product in Guangdong Province, please contact Yue Yang, Director of Trade Remedy Division under the Fair Trade Bureau under the Department of Commerce of Guangdong Province, at +86 20 3881 9083.  The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from Guangdong Province.
