Commercial Information Circular No. 93/2017

The Mainland of China : Notice by the General Administration of Quality Supervision, Inspection and Quarantine concerning Inspection and Quarantine Matters Relating to Importation of Wood Waste and Waste Cork – relating to three types of solid waste restricted and prohibited for import

The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China issued on 18 January 2017 a notice concerning inspection and quarantine matters relating to importation of wood waste and waste cork.  Please refer to the Appendix (pdf format) for the notice (available in Chinese only).

2.    According to the above notice, wood pellets (HS 4401310000); other sawdust, wood waste and scrap (HS 4401390000); and waste cork (HS 4501901000) have been listed under the category of "wood and soft wood waste" in the "Catalogue of Restricted Solid Waste Import Usable as Raw Materials", and therefore subject to import control as solid waste.  According to Article 8.2 of "Management of Importation of Solid Waste", import of solid waste for the purpose of recycling into heat energy is prohibited.  As such, biomass pellet fuel imported under the above three types of commodities or the above 3 HS codes for burning wood pellets, palm kernel shells, or other wood and waste cork are prohibited for import as solid waste.
