Commercial Information Circular No. 865/2017

The Mainland of China : Opinions of the State Council on Promoting the Work of Pilot Reform on 'Separation of Operating Permits and Business Licenses' in an Expanded Coverage

The State Council of the People's Republic of China issued on 22 September 2017 the opinions on promoting the work of pilot reform on 'separation of operating permits and business licenses' in an expanded coverage.  The matured reform measures in Shanghai shall be expanded to the other ten pilot free trade zones in Tianjin, Liaoning, Zhejiang, Fujian, Henan, Hubei, Guangdong, Zhongqing, Sichuan and Shanxi from the date of promulgation of the opinions to 21 December 2018.  Please refer to the Appendix (pdf format) for the opinions (available in Chinese only).
