Viet Nam : Provisional Safeguard Measure on Certain Fertilisers of Diammonium Phosphate (DAP) and Monoammonium Phosphate (MAP)

According to a communication circulated by the World Trade Organization (WTO), Viet Nam has imposed a provisional safeguard measure on the imports of certain fertilisers of Diammonium Phosphate (DAP) and Monoammonium Phosphate (MAP) under the Harmonised System (HS) Codes 3105 10 20, 3105 10 90, 3105 20 00, 3105 30 00, 3105 40 00, 3105 51 00, 3105 59 00 and 3105 90 00. DETAILS

2.Salient points of Viet Nam's provisional safeguard measure are set out below –

Product Coverage :
Certain DAP and MAP products under HS Codes 3105 10 20, 3105 10 90, 3105 20 00, 3105 30 00, 3105 40 00, 3105 51 00, 3105 59 00 and 3105 90 00
Safeguard Duty Rate : 1,855,790 VND/ton
Effective Date : 19 August 2017
Duration :
Provisional safeguard measure is to be applied for a period not exceeding 200 days since the effective date, i.e. until 6 March 2018.  The provisional safeguard measures will be terminated in the case that the Minister of Industry and Trade of Viet Nam decides to apply definitive safeguard measures or to terminate the investigation.
Application of Provisional Safeguard Measure :
Imports of the concerned products originating from all economies, including Hong Kong and the Mainland of China, are subject to the safeguard measure unless otherwise excluded from the list as set out in the above-mentioned WTO communication.
