The Ministry of Finance of the People's Republic of China issued on 13 April 2016 the explanations on the commodity remarks in the "List of Cross-border Electronic Commerce Retail Imported Commodities".  Please refer to the Appendix (pdf format) for the full text (available in Chinese only).
