Commercial Information Circular No. 328/2015

Malaysia : Initiation of Anti-Dumping Investigation on Imports of Cold Rolled Stainless Steel originating in or exported from, inter alia, Hong Kong

The Ministry of International Trade and Industry of Malaysia (hereafter referred to as the Malaysian Authority) published a Notice of Initiation on 28 April 2015 announcing the initiation of an anti-dumping investigation against imports of cold rolled stainless steel in coils, sheets or any other form originating in or exported from the Mainland of China, Chinese Taipei, Finland, France, Hong Kong, Indonesia, Japan, Republic of Korea and Viet Nam.  The Notice of Initiation is available on the following website:

DETAILS

2.Salient points of the Notice of Initiation are set out below -

(a) Date of Publication 28 April 2015
(b) Product Coverage Cold rolled stainless steel in coils, sheets, or any other form with the thickness of not more than 6.5mm and width of not more than 1,600mm

Harmonised System Codes include:

7219.31 000, 7219.32 000, 7219.33 000, 7219.34 000,
7219.35 000, 7220.20 130, 7220.20 190 and 7220.20 900.

(For information only. No binding effect on the classification of the subject merchandise.)

(c) Period of Investigation July 2013 – September 2014
(d) Timing for response
The Malaysian Authority has sent questionnaires to the concerned producers/exporters, who are required to submit questionnaire responses within thirty (30) days from the date of publication of the notice, i.e. 28 May 2015.
 
Other interested parties (for examples, companies who are involved in the manufacture and/or export of cold rolled stainless steel but who are not contacted by the Malaysian Authority) may request questionnaires not later than fifteen (15) days from the date of publication of the notice, i.e. 14 May 2015.
 
All submissions of information, questionnaires responses, and requests must be made in writing and sent by post or facsimile, with clear indication of the name, address, e-mail address, telephone and facsimile numbers of the interested parties to:

If the interested parties do not provide the necessary information or the information and views are not received in adequate form within the above specified time limit, the Malaysian Authority may make its preliminary or final determination on the basis of available facts.

The Division is responsible for, among others, guiding and coordinating enterprises in the Guangdong Province in responding to anti-dumping investigations against products from the Guangdong Province.
