The Mainland of China : "Administrative Measures on Paid Use and Trials for Trading of Pollution Discharge Rights in the Guangdong Province"
The Department of Environmental Protection of Guangdong Province and the Department of Finance of Guangdong Province have recently issued a notice to promulgate the "Administrative Measures on Paid Use and Trials for Trading of Pollution Discharge Rights in the Guangdong Province", which took effect from 13 April 2014. A copy of the notice is attached at Appendix (pdf format) for reference.
