Dear Sirs,

Commercial Information Circular No. 755/2013

The Mainland of China : Preliminary Finding of Countervailing Investigation against Imports of Solar-Grade Polysilicon from the United States

The Ministry of Commerce (MOC) issued Notice No. 63/2013 on 16 September 2013, announcing the preliminary finding of the countervailing investigation against imports of solar-grade polysilicon from the United States. The relevant tariff code is 2804 6190, under which electronic-grade polysilicon is not covered in this investigation.

DETAILS

2.The preliminary finding reveals that subsidy existed regarding the investigated products originated in the United States, with countervailing duty rate ranging from 0% to 6.5%. It is found that such subsidy had caused material injury to the domestic industry and that causal link existed. With effect from 20 September 2013, importers have to provide provisional deposit according to the countervailing duty rate as guarantee to the General Administration of Customs for importation of solar-grade polysilicon.

3.Interested parties may submit written representation and supporting evidence to the MOC within 10 days from the date of announcement (i.e. 16 September 2013) for their consideration. For details, please make reference to MOC's notice at: http://gpj.mofcom.gov.cn/article/cs/201309/20130900306384.shtml (Chinese version only).

4.For details of the initiation of the subject countervailing investigation, please refer to CIC No. 582/2012 dated 26 July 2012.
