The Mainland of China : Preliminary Finding of Anti-dumping Investigation against Imports of Certain Alloy-Steel Seamless Tubes and Pipes for High Temperature and Pressure Service from the European Union, Japan and the United States

The Ministry of Commerce (MOC) issued Notice No. 91/2013 on 13 December 2013, announcing the preliminary finding of the anti-dumping investigation against imports of certain alloy-steel seamless tubes and pipes for high temperature and pressure service from the European Union, Japan and the United States. The relevant tariff code is 7304 5110, 7304 5190, 7304 5910 and 7304 5990 (other steel tube and pipe products under these codes which do not match the description of the investigated products are not within the scope of the investigation).

DETAILS

2.The preliminary finding reveals that dumping existed regarding certain alloy-steel seamless tubes and pipes for high temperature and pressure service originated in the European Union, Japan and the United States, with dumping margin ranged from 9.2% to 44.2%. It is found that such dumping had caused material injury to the domestic industry and that causal link existed. With effect from 17 December 2013, importers have to provide deposit according to the margin of dumping as guarantee to the General Administration of Customs for importation of certain alloy-steel seamless tubes and pipes for high temperature and pressure service originated in the European Union, Japan and the United States.

3.Interested parties may submit written representation and supporting evidence to the MOC within 10 days from the date of announcement (i.e. 13 December 2013) for their consideration. For details, please make reference to MOC's notice at:
