11 December 2012

Dear Sirs,

Commercial Information Circular No. 1050/2012

The Mainland of China : Impending Expiry of Anti-dumping Measures against Imports of Acetone from Japan, Singapore, the Republic of Korea and the Taiwan Province

The Ministry of Commerce (MOC) issued Notice No. 85/2012 on 7 December 2012, announcing the impending expiry of anti-dumping measures against imports of acetone from Japan, Singapore, the Republic of Korea and the Taiwan Province on 9 June 2013. The relevant tariff code is 2914 1100.

DETAILS

2.According to the "Regulations on Anti-Dumping", the duration of levying anti-dumping duty can be suitably extended if a review confirms that the removal of duty would likely cause the continuance or recurrence of injury to the domestic industries. As such, from the date of announcement (i.e. 7 December 2012) and no later than 60 days before the expiry of the anti-dumping measures, domestic enterprises or their representatives may submit written applications to the MOC to request a review. The applications should include explicit review request and substantial evidence that injury would be likely to continue or recur if the duty is removed.

3.If no application for a review is submitted in accordance with the notice nor the MOC considers warrant initiating a review before the expiry date of the anti-dumping measures, the anti-dumping measures against imports of acetone from Japan, Singapore, the Republic of Korea and the Taiwan Province will be terminated from 9 June 2013.

4.For details of the final ruling of the subject anti-dumping cases, please refer to CIC No. 328/2008 dated 13 June 2008.
