The Mainland of China : Final Ruling on Anti-dumping Investigation Against Imports of Grain Oriented Flat-rolled Electrical Steel from the United States and Russia and Countervailing Investigation Against Imports of Grain Oriented Flat-rolled Electrical Steel from the United States

The Ministry of Commerce (MOC) issued Notice No. 21/2010 on 10 April 2010, announcing the final ruling on anti-dumping investigation against imports of grain oriented flat-rolled electrical steel from the United States and Russia and countervailing investigation against imports of grain oriented flat-rolled electrical steel from the United States. The relevant tariff codes are 7225 1100 and 7226 1100.

DETAILS

  1. The final ruling confirmed the existence of dumping regarding imports of grain oriented flat-rolled electrical steel from the United States and Russia, the existence of subsidy regarding imports of grain oriented flat-rolled electrical steel from the United States and that such dumping and subsidy had caused material injury to the domestic industry. As a result, the Mainland had decided to impose anti-dumping duties which range from 6.3% to 64.8% on imports of grain oriented flat-rolled electrical steel from the United States and Russia and countervailing duties which range from 11.7% to 44.6% on imports of grain oriented flat-rolled electrical steel from the United States. The anti-dumping and countervailing measures would be in place for 5 years from 11 April 2010.
