The Ministry of Transport promulgated the "Administrative Measures on Courier Services Operation Licences" ("Administrative Measures") on 1 September 2009, which will take effect on 1 October 2009. A copy of the "Administrative Measures" is attached at Annex (pdf format) for reference.
