The Mainland of China : Impending Expiry of Anti-dumping Measures against Imports of Monoethanolamine and Diethanolamine from Japan, the United States, Iran, Malaysia, the Taiwan Province and Mexico

The Ministry of Commerce (MOC) issued Notice No. 32/2009 on 14 May 2009, announcing the impending expiry of anti-dumping measures against imports of monoethanolamine and diethanolamine from Japan, the United States, Iran, Malaysia, the Taiwan Province and Mexico. The relevant tariff codes are 2922 1100 and 2922 1200.

DETAILS

  1. According to the "Regulation on Anti-dumping", the duration of levying anti-dumping duty can be suitably extended if a review confirms that the removal of duty would likely cause the continuance or recurrence of injury to the domestic industries. As such, from the date of announcement (i.e. 14 May 2009) and no later than 60 days before the expiry of the anti-dumping measures, domestic enterprises or their representatives may submit applications to the MOC to request a review. The applications should include evidence that injury would be likely to continue or recur if the duty is removed.

  2. If no application for a review is submitted in accordance with the notice nor the MOC considers warrant initiating a review before the expiry date of the anti- dumping measures, the anti-dumping measures against imports of monoethanolamine and diethanolamine from Japan, the United States, Iran, Malaysia, the Taiwan Province and Mexico will be terminated on 14 November 2009.
