India : Imposition of Provisional Anti-Dumping Duty on Yarn of Polyesters
originating in or exported from the Mainland of China, Thailand and Vietnam

The Ministry of Finance of India has announced the imposition of provisional anti-dumping duty on imports of all fully drawn or fully oriented yarn/spin draw yarn/flat yarn of polyesters (non-textured and non-POY) originating in or exported from the Mainland of China, Thailand and Vietnam. The notification dated 26 March 2009 can be accessed at

  1. In the preliminary findings, the Directorate General of Anti-Dumping & Allied Duties of India concluded that the subject goods have been exported to India from the subject economies below their normal values; the domestic industry has suffered material injury; and the injury has been caused by the dumped imports from the subject economies.

  2. After considering the preliminary findings, the Ministry of Finance of India has announced that all goods falling under tariff heading 54024700 originating in or exported from the Mainland of China are subject to a provisional anti-dumping duty at the rate of USD527.31 per metric tonne (except for those Chinese companies as specified by the India Authority in the notification dated 26 March 2009 whose rates range from USD112.64 to USD275.42 per metric tonne). The duty imposed will be effective up to and inclusive of 25 September 2009.
