Commercial Information Circular No. 113/2009
India : Amendment of Prohibition of Import of Toys from the Mainland of China
Further to Commercial Information Circular No. 53/2009 of 29 January 2009, the Directorate General of Foreign Trade of India (the Indian authority) has recently announced that import of toys from the Mainland of China accompanied by two specified certificates will be permitted. The notification dated 2 March 2009 is available at <http://164.100.9.245/exim/2000/not/not08/not9108.htm>.
- Import of toys from the Mainland of China into India accompanied by the following certificates shall be permitted:
- A certificate that the toys being imported conform to the standards prescribed in ASTM F963 or standards prescribed in ISO 8124 (Parts I-III) or IS 9873 (Parts I-III); and
- A Certificate of Conformance from the manufacturer that representative samples of the toys being imported have been tested by an independent laboratory accredited by the International Laboratory Accreditation Co-operation (ILAC) and have been found to meet the specifications indicated above. The certificate would also link the toys in the consignment to the period of manufacture indicated in the Certificate of Conformity.

In the notification dated 23 January 2009, the Indian authority announced that import of toys from the Mainland of China under India's Customs Classification numbers 9501, 9502 and 9503 is prohibited for six months. In the notification dated 2 March 2009, the India authority announced the amendment of the previous notification by adding the conditions in para.2 above.
