India : Preliminary Findings of Anti-Dumping Investigation on Imports of Flax
Fabrics originating in or exported from Hong Kong and the Mainland of China

Further to Commercial Information Circular No. 529/2008 of 24 October 2008, the Ministry of Commerce and Industry of India (the Indian Authority) has recommended provisional anti-dumping duties on imports of flax fabrics originating in or exported from Hong Kong and the Mainland of China in a notification on the preliminary findings of the anti-dumping investigation issued on 17 February 2009. DETAILS

  1. The Indian Authority published a notification of initiation of this anti-dumping investigation on 3 October 2008. It has come to the provisional conclusion that the domestic industry has suffered material injury as a result of increased/continued dumped imports from Hong Kong and the Mainland of China.

  2. The Indian Authority has provisionally established that the dumping margins of the subject products from Hong Kong and the Mainland of China amounted to 120% and 219% respectively. The Indian Authority is of the view that imposition of provisional duty is required to offset dumping and injury pending completion of the investigation. Provisional anti-dumping duties of INR205.52 and INR204.89 per metre on imports of subject products originating in or exported from Hong Kong and the Mainland of China respectively have been recommended. The date of imposition of the provisional duties is to be determined.

  3. The Indian Authority invites comments on the preliminary findings from all interested parties and the comments would be considered in arriving at the final findings. Any such comments should reach the Indian Authority at the following address within 40 days from the date of publication of the provisional findings:

The Indian Authority would conduct further verification to the extent deemed necessary and disclose essential facts before announcing the final findings.
