The State Council promulgated on 7 September 2008 the "Guiding Opinions Concerning Further Promoting Reform, Opening and Economic and Social Development of the Yangtze River Delta". The "Opinions" aims to accelerate the development of service sector in Yangtze River Delta, to optimize and upgrade the industrial structure, and to increase the level of opening. The "Opinions" is attached at Annex (pdf format) for reference.
