The Philippines : Supplemental Guidelines on the Safety of Toys
The Bureau of Health Devices and Technology (BHDT), Department of Health of the Philippines has recently proposed certain supplemental guidelines on the safety of toys under the "Regulations on the Issuance of a License to Operate (LTO) to Companies that Manufacture, Import or Distribute Toys for the Philippine Market".

BHDT issued on 28 September 2007 an Administrative Order (AO) No. 2007-0032 entitled "Regulations on the Issuance of a License to Operate (LTO) to Companies that Manufacture, Import or Distribute Toys for the Philippine Market" on the safety of toys. The Administrative Order can be accessed through the following link:

The supplemental guidelines set out further details on the regulation of toys marketed in the Philippines to ensure the safety of toys imported or manufactured locally and apply to all manufacturers, retailers, importers and distributors of toys applying for a LTO from the BHDT. Among other things, the supplemental guidelines specify the general guidelines for marketing toys in the Philippines including the documentary requirements for "Certificate of Conformity" and "Clearance for Customs Release"; the requirements for laboratory testing of toys and cautionary statements (warnings); and the toy samples evaluation procedures. A copy (pdf format) of the supplemental guidelines is appended in the Annex to this circular.
- The Philippines would consider comments from its trading partners before it implements the proposed supplemental guidelines. Any such comments should reach the following on or before 4 August 2008:
