Commercial Information Circular No. 548/2005

The Mainland of China : "Interim Provisions on the Enhancement of Adjustment in the Structure of Industries" and "Guiding Catalogue for the Adjustment in the Structure of Industries (2005 version)"

The State Council promulgated the "Interim Provisions on the Enhancement of Adjustment in the Structure of Industries" on 2 December 2005, which took effect from the day of promulgation. The Provisions set out guidelines on the direction and focus of adjustment in the structure of industries and the formulation of the "Guiding Catalogue for the Adjustment in the Structure of Industries". A copy of the Provisions is attached at Annex (pdf format) for reference.

2. In relation to the implementation of the Provisions, the State Development and Reform Commission promulgated the "Guiding Catalogue for the Adjustment in the Structure of Industries (2005 version)" on 2 December 2005, which will take effect from the day of promulgation. The Catalogue lists out the industries classified under the "encouraged", "restricted" and "eliminated" groups, and can be downloaded from the website of the State Development and Reform Commission at:
